You would have to acess the hood latch from underneath the car up through the grill area. Also if the cable broke off flush, you can cut back the liner and use pliers on the exposed cable. A new cable would come with the liner and all anyway.

Where is the cable broken? Check the pull lever inside the car hasn't broken as you might be able to get a pair of grips in to pull the cable.
If it is further forward there is a lot more work needed. It involves getting into wheel arches and removing the front grill sections.
I recommend you take it to a Good bodywork specialist. They will have all the correct tools and knowledge to sort it out.
Donna, if you still have the original hood on your car, meaning no accidents, there is a tag attached to the underside of the hood. This tag should have on it engine size, idle RPM, and spark plug gap. Spark plug gaps vary, so it would be hard to give an exact gap.

The latch is broken or the cable? If the cable that opens your hood is broken, here is what I would do. I would try and reach up where the latch is and find where the cable attached and tug on it, I might use plyers to grip it if my fingers wasn't strong enough. If I couldn't reach up there with my arms, I would try to remove the grill, or see what I could remove so I could reach it and/or see it.
typically the headlight fuse is separate form all the other fuses in a different location in most American cars the engine and lighting fuses are usually located under the hood in the engine compartment
If it's not under the hood, then the only other place BMW places their batteries is in the trunk. Since it's a Sport Wagon, pull up where the rear spare would be and it will be there, usually on the right hand side.
have someone "jiggle ' the hood near the release while "jiggleing " the release at the same time better worded bump on the hood rapidly , if no then check release cable for broken plastic , if so then manually pull cable with pliars of some sorts
Okay, so the hood latch cable on your BMW 3 series has broken. Normally the cable itself will snap and a you can purchase a new cable that can be threaded through the casing and reconnected to the hood latch. You will need to get the hood open, so hopefully there will be some access to the hood latch mechanism from underneath the front of the vehicle.
