In my 1996 ranger xl my high idle problem was due to a bad ect sensor. After I replaced that I have had no problems with high idle. Not sure if yours is idleing high all the time like mine was but that sensor fixed the problem for me. Hope this helps!

The flashing engine light gives it away, it has a engine misfire. It needs to be checked with a scantool to see which cyl is misfiring, then see what is causing it, bad coil, injector, ect.
they have egr issues that cause that they also have valve issues that could cause that! i have replaced a few injector here and there also so i would start there and then go to the egr valve! and so on...
Unplug the IAC motor when it's warm. It should be idling at below 500. If it is faster than this check for vac leaks. If non are found, adjust the base idle. Then plug the IAC back in and let the Idle stabilize. Now it should be about 800. Shut it off and try it again and see if it revs high.
It sounds like you have a leak somewhere in your intake manifold. Have all hoses and seals checked. If the idle air control valve is malfunctioning it would cause the engine to idle high even after the engine is warmed up. Have it checked also.
