The window motors must be replaced in the windows that are inoperative.

The problem may be in the wiring which if you pull up the carpet on the front passenger side by
removing the door floor trim and lifting the carpet you will see the
wiring underneath. Probably laying in water or has been. Look for splices in the
wiring which will have corroded. Repair the wiring then check the fuse.
Another problem may be in the motor found inside the door.
The brushes may have worn out. If so you need to replace the motor.
Ususally the drivers side will fail first since it is the most used.

Carefully check the rubber gasket around the glass. Sometimes some debris (leaf, pine needles, etc) get caught between the seal and glass, allowing water to 'wick' inside. Not sure about the Jetta, but my Honda has a drain that sometimes plugs up with debris and goop, causing water to stay inside, sometimes dripping inside as u go around a corner. Best way to fix is to blow compressed air thru drain hole to clear. Last, check around sunroof and roof itself where they meet. Any damage to seal at roof, or torn rubber? If anything looks like it might leak, u can seal it w/ caulk. Check your home center for caulk that works on windows (exterior), it'll work on the car.
