I would get the OBD read and reset to see if that resolves the issues
Reads like it might possibly be a poorly connected steering column harness connector, intermittent computer connection on one of the harnesses or other including connector damage from someone in the past that got frustrated while making a large connector "fit", causing pin damage and not quite locked harness connector.
Also, after so much time, cleaning of the throttle body opening is in order just in case you are dealing with an electrical problem, as well as a separate hard start issue. Cleaning the throttle body opening makes a big difference in general hard starts that clear when the accelerator is tapped with the key in the run position with the engine not yet started.
A good trusted garage or good dealership is going to be in order for this one.

I think your BCM which is the body control module has failed, have a self test run on it to see if it will give any codes, if it won't test then it is the problem.

You may have the dash light intensity turned down too low. There should be a dial on the dash to adjust it. Yes it could be a fuse too.
