I replaced the ignition/key cylinder with new and key cannot be removed when cylinder is turned to the "lock" position. Op-tested both old and new cylinders outside of the cylinder housing and keys can be removed properly. I also inspected the housing to see if any mechanical parts of the cylinder appeared to be snagging and everything on the outside looks like it is working. Can anyone assist?

lift up the door handle and look on the bottom side of the handle, you should see a small black retainer on one side, use something small to push in the canter and a small flat bladed screwdriver to remove retainer. then slide the handle to the front or to the rear to remove.
SOURCE: How to replace driver side
Remove the inside cosmetic plastic panel at the front of the driver's window, there is a phillips head screw holding it on. You will have to have a very small allen wrench to take out the set screw holding the mirror adjuster knob mechanism into the plastic panel. Remove the three nuts you find under the insulation and the mirror will come loose. Reinstall in reverse order.

if your rpm's are going up and down on there own i would have a scan done too see if the tps sensor is gone, this controls the idle, and other things as well

SOURCE: 2002 Saturn Vue Ignition Cylinder lock problem
The keys on this vehicle have a problem with wearing down to the point where it's a pain to get them to work in the ignition cylinder. Examine your keys for wear and that may have been your problem since day one.
I have a 2004 Vue and I have the only key I got with it (used car) worn down to the point where it will no longer work in the back door and is a pain to use in the ignition cylinder. It also falls right out of the ignition cylinder when the car is running. I have a copy of the key that was made when I got the car which works just fine and doesn't fall out, and looking at the two side by side, you can see that Saturn's key has worn down substantially since I got it two years ago.
