I'm going to agree with the rack conclusion. Keep in mind I can't see it for myself. If you take the load off the front wheels, you should be able to turn the steering wheel without effort. If the effort changes while turning the wheel, the only things affected would be the rack and the column. If you notice it turns ok with the engine off but not with the engine running, it could be something with the pump or one of the lines, or still something with the rack.
Aftermarket pumps are notorious for making noise. Your nest bet is to get a good used part or get one from the dealer.
If there is a lot of foam in the fluid it will cause the same noise also. You can add an ounce of seafoam motor tune (available at any good parts store) to the power steering fluid. This will help reduce the faoming fluid.
The last thing I can think of is did you use Honda powersteering fluid? If not your going to want to flush the powersteering system ASAP so you don't ruin the parts you just replaced.
If the rack is not leaking fluid, and the power steering is operable, there is no reason to replace the rack. If the rack has become loose from the vehicle and is causing a noise, you can tighten the bolts to secure it.
low on power steering fluid,...put some in and turn the steering wheel back and forth to purge out air,...you should notice the noise going away,..as you do this. or the fan belt is loose,..check this first,...i believe there is a tensioner for the belt that is adjustable on your car,..some though are pre-set,....check that tension though,....it should be rather tight,.....one belt for everything too,....remember, tension before fluid. if none of this is problem, i know alot of G.M. vehicles have things that go bad faster than other vehices, so check out steering rack too, could be bad,...who knows why,...my opinion, a rack should never wear out.
three things to check the powersteering hose, the pump and the steering rack itself usualy the power steering hose and the steering rack usualy go bad in them
