Lugs at low r.p.m.
There is a myrian (variety) of problems that your toyota could have. Based on the high carbon readings, you are not efficiently burning the fuel. Could be any of the following, dirty injectors, poor compression, bad spark, vacuum leak, timing issue, etc.
I would replace the plugs, clean the air filter and see if the problem persists. If it does, you might want to take the car to a mechanic if you're not good with auto repair. If you are decent with auto repair inspect all the interior of the engine and try to focus on combustion related items, i.e. fuel, spark, air, intake and exhaust. Please repost with more detailed description of car and recent/old repairs to help me better understand your situation.
