Brake servo appears to run out of pressure when brakes applied firmly
You should have a servo pump to help the pressure on diesel models. If the pump fails, then the brakes feel soft as though there is no pressure there. The other fault is, that a wheel cylinder or some other brake componant is leeking fluid. Cheek for fluid leeks and if there are none get the pump checked out.

2002 Passat sport 1.9TDI brake pedal goes soft and could be pressed into floor on first pump, on second pump pedal goes hard, no braking power, servo not working. could it be the pump or servo. No appearent leaks at wheels.
It is not pressure it is vacuum isn't it?
