I would start off by checking the fuel pump relay. look in you owners manuel to see its location i know its under the hoods in the fuse box. just not sure which number it is. when you do find it swap it with one that you know works just not the one for the pcm,(ecm). if still not working take i test light under the truck drivers side and find the wires going to the tank. you will need someone the cycle the key on and off. do not turn the engine over for this test. there sould be one wire that power only for a few seconds. if you get find one that lights up the test light for a few seconds and then goes out. and all of fuses are good you have more issues then i care to type about.

What is the problem the engine cranking but can't start?

No fuel - fuel pump failing or fuse to the pump open, fuel safety cut off / inertia switch has been operated (in a collision recently?), ignition electrics trouble (no spark at plug), computer issues..

I have a 99 ford expedition and my fuel pump stop pumping Trying to find the fuel pump fuse do not have owners manuel Where is the fuel pump fuse

Here is the manual
FUEL PUMP SHUT-OFF SWITCH After a collision, if the engine cranks but does not start, the fuel pump shut-off switch may have been activated. The "Fuel Reset" indicator light will illuminate in the instrument cluster. The shut-off switch is a device intended to stop the electric fuel pump when your vehicle has been involved in a substantial jolt. 1. Turn the ignition to the OFF position. 2. Check the fuel system for leaks. 3. If no fuel leak is apparent, reset the fuel pump shut-off switch by pushing in the reset button. 4. Turn the ignition to the ON position. Pause for a few seconds and return the key to the OFF position. 5. Make a further check for leaks in the fuel system.
The fuel pump shut-off switch is located in the passenger's foot well, behind the kick panel.

I need to know what fuse that powers the fuel pump in my 1999 ford expedition it has a 5.4 va 4 wheel drive

OK, there are fuses on the driver's side down below.

But, if you are having a fuel pump problem, it's likely that the fuse is alright and you need to replace the fuel pump. Same thing happened to our 1999 Ford Expedition Eddie Bauer Edition. It quit working. And the inertia fuel cutoff switch didn't help, either (flipping or pushing it).

So, if you have no fuel coming, it may very well be the fuel pump.

We changed ours around 112000mi.

I have to turn the ignition on and off several times before the car starts. Recently replaced water pump after car overheated. Could coolant have caused the issue?

Replace fuel filter if it has not been done in a while. Also check fuel pump pressure with a gauge and compare with spec. When key is turned "on" the computer turns on fuel pump via relay. If the computer does not see rpm signal (engine start) within approx. 2 seconds it turns the fuel pump back off. Cycling the key often helps to build up fuel pressure sufficient to start when filter is plugged or pump pressure is weak.
