You must take off the window master switch and use alcohol and 1000 - 1200 grit sandpaper on the connector contacts and get them shiny use carbon conductive grease a little goes along way and make sure connector contacts fit tightly on the switch pins and that all wires are free of corrosion and you should be ok we know the motor works so this is a corrosion or loose fitting connector issue you'll see try to get pipe cleaners at the candy store or Walmart to wrap the sand paper or just roll it very tight to get into the contacts good luck Stephen

The first thing you should do is swap the passenger switch in place of the drivers switch and then see if the window now works. If so then you need a new drivers side switch. It may be clicking but it may not be working.
If it still doesn't work then you need to get your hands on a volt meter and get back to me.

On your question, The AIR BAGS will fit. on the screw and the space, because they look the same.
But will Not work. The connectors are a little different.
And the Ressistance is different and 95 and 00.
The Important. On 1998 ford change the Airbag Software, mean the Resistance on the Air bags before 1998 is different that 1998 and UP. Caalled Second Generation AIR BAG System. The Air bag Light will be ON . If you put the 95 on a 00 vehicle.

SOURCE: Passenger side seat belt won't pull out
It could have twisted on recoil and is now stuck. You'd have to remove the interior panel to view that.
On the really bad side, the seat belt pretensioner could have failed or fired and locked the belt in place. If that's the case, I'd have a mechanic replace it since you can trigger an air bag deployment replacing it yourself.
