At first guess I'd say you have a bad "clock spring", it's inside the steering column and it feeds the electrical signals up to the controls in the steering wheel. Your air bags won't work, your horn, or your cruise control. Anything that's in the steering wheel. It will have to be replaced. You can check with Dodge but I think there was a recall on them but I also think there is a time and mileage contraint.
The switch is bad. The only fix is to replace your headlight/blinker switch in your steering wheel. I have been there done that. The switch is about $75 at Auto Zone if you don't have cruise control. It's $125 if you have cruise.
you need to remove the air bag (3 bolts behind the steering wheel) then remove the steering wheel 1 nut but you need a puller. then the column shrouds 3 screws under the column the unplug and replace the clock spring and put it back together.
Do your high beam headlights work? If you have a burnt high beam light the daytime running lights won't work and then the service vehicle soon light comes on.
