My 2000 impreza rs doesnt start.It wont even crank. When i turn the key to start, there is no noise.my battery if fine since my radio, horn, and headlights are functional.I just put in a new starter and still nothing.

Sounds like an Ignition Module or similar device. Does it have an alarm? Turn the key to ON - not start - and put into Drive and then back into Park. It may be the shifter isn't fully engaged. Also, w/your FOOT ON THE BRAKE shift to Neutral and try to start it.
Replace battery terminals and/or clean battery posts. Horn and radio don't use as much juice as starting. Sounds like a lack of amperage or electrical pressure to push the starter motor. Also check battery. Needs 12 or more volts and about 600 or more cranking amps.
Sounds like the battery is dead, you have just enough power to have the lights come on, but no cranking of the starter. Try putting the battery on a trickle charger, or hook up jumper cables to another car which is running. Let it run with the jumper cables connected for two mintues before you try and start your car.
