SOURCE: 1999 Buick Century headlights don't work properly
Iam an ASE Certified mechanic and i had the same problem with my 99
century and i wasnt able to drive at night. After hours of testing
wires we came to the problem. Its the turn signal switch assembly which
is tied into the hazard switch on top of the steering column. Its all
one piece with a 3 foot long wiring harness attached to it running down
the bottom of the steering column and going underneath the dash. The
least expensive place i found the part and had it in stock was my local
Auto Zone and still the part was $200.00.
P.S. This is a common problem on these GM cars. Mine did the same thing to the tee! The lights will go on and off then they just went off for good and this solved the problem. I guarantee it. If you have any questions please email me i will do all i can to help.

I've had a similar problem with my 2003 Buick Century. In my case, the driver's side front window one day went up and would not come down. I knew that the switch was malfunctioning by sticking in the up position since the window continued up despite the fact that Iet off the switch when the window was half way up and it continued going up. I had to pull over and pull the master switch assembly from the door panel and unplug it to prevent the window motor from being damaged by the constant power feeding it after the window was up. Basically, it would have burned the motor out. I cleaned the switch and it now works fine most of the time. I still need to replace the assembly. Not sure this is the reason in your case. I would check the back window and see if it goes down with the switch on the back door panel. If it does, then you are having problem with the master switch assembly on your front door panel. Moisture from rain from the window being down during rain or dirt may have corroded the switches' contacts.

My 1999 Buick Regal was doing the same sort of thing. Randomly the gauges would go crazy and then the engine would shut down. I ended up replacing the ignition switch. Not exactly where the key goes in, but the switch box behind it on the inside of the column. I had to take off the steering wheel, air bag and everything, but it hasn't had any problems like that since.

It could be the fuse, does it go down? If not chk. fuse, if fuse ok, see if you can help it down by pushing down on window wile working switch, and also same wile trying to go up, if it don't work or if its slow chanses are the motor is tired and needs replaced or its lost power like bad switch or broken wire. there is also a chanse it came off the track in witch case the door panel will have to be removed.

look on back side of center cushion arms,there are fastners there that hold this peice on then rest is easy..
