When i try to start my 97 mazda 626 it clicks but won't turn over and other times it starts.. What's the problem?

It sounds like your starter motor is going out. More specifically the solenoid on your starter motor, and since the they are both connected these days unlike the older vehicles you like need to replace the whole starter motor. I hope this helps you out.

Check for spark. No spark? it may be the ignition module.

Ah, you give many very good clues, all of which point to a problem with the fuel pump.
The cold/wet scenario - moisture getting into the contacts, possibly on/in the starter or fuel pump,
but the low fuel scenario points to the fuel pump. The fuel pump must work a little harder to pump
fuel when the level is low - it works harder to pressurize the fuel rail, and harder to supply fuel for
starting. A fuel pump that's starting to think about failing will struggle under these conditions.
