Please throw away that starting fluid. (Damages the engine more than anyone will ever know). Engines need 3 things to run: Fuel, Spark and Air. If you have a few minor tools check to see if you are getting a spark (or "current" through the wires using a tester for that), make sure she's getting fuel (clogged mini-fuel filter or maybe bad fuel pump/filter?) Air? That means you need to somehow ensure that when the #1 cylinder hits 'top dead center' that the valve for that piston is opening shortly and supplying the air. Otherwise ...no "putt-putt".
