Bring it to Auto-Zone and they will read the codes for you. They will do this for free. If you bring it to them and the light is off they may tell you that no codes were stored. So try to bring it to them when the light is on.
If the auto was purchased new it should have come with one. If purchased used unfortunatly the seller is not required to provide you with one unless agreed to as part of the purchase. You could try to find a used one on e-bay or craigs list, otherwise you would have to order a new one from a dealership.
