My 1998 towncar has an
Hello Leigha.
The problems you are describing are related to wheel speed sensors.
Because ABS and traction control depend on the input from the speed sensors from each of the wheels.
Most often when this problem occurs it will be one of the sensors, a bad connector or a broken wire in the harness to the sensors.
The easiest way to determine what the problem is, is to have the ABS system scanned for the code, or codes that have turned on the warning lights.
Make sure that whatever service center you take it to is experienced with such problems and has the proper scanning equipment to find the problem.
Your air suspension is not affected by this, they are separate systems.
If you would like further assistance regarding your problem please ask me in comments.

99 Lincoln town car pulleys stop rotating
What's the problem
What pulley does not want to rotate. Is it the crank pulley. If it is, the lock key on your crank might have gotten damage due to the pulley that came loose or the vibration damper that is situated between your crank pulley broke loose and the part connected to the crank turns but the outer part of the pulley is not rotating.

Car cranks but goes dead and will not idle, what's wrong?
Carbon on the IAC - idle air control valve or it is bad ! The engine computer controls the idle by way of the idle air control valve . Or a stuck open EGR valve will cause the same problem . EGR - exhaust gas recirculation - adds a small amount of exhaust gas to be introduced into the engine with fresh charge of air an fuel to lower combustion temperature to stop formations of NOX -oxides of nitrogen. Or the throttle plate needs to be cleaned
