How to stop lifters from tapping for 1997 lincoln towncar?
Lifter noise is typical of an oil pressure issue, or when oil channels are clogged from infrequent oil changes.
You can start by changing the oil and REPLACING THE FILTER. Marvel Mystery Oil or other oil treatments will help clean the oil system and quiet the lifters. If an oil change and crankcase oil additive helps quiet the noise, change your oil every 500 miles for at least 2000 miles, and the lifter noise is likely to stop.
Are you getting a CHECK ENGINE light, or an OIL PRESSURE warning? Have ODB codes checked, and be prepared to replace the oil pump or oil pickup tube, especially if the car has over 150,000 miles. Once you have correct the issue, change oil more frequently.

That broken wire and or part will need to be repaired, may be one in the same for cam positioning sensor and if not working the engine will not start.

Usually a blinking service light indicates a severe problem, you should get the codes read to determine what the computer is trying to tell you what the problem is. Its a free service at most Autozone and Advance Auto parts stores. Once you get the codes, repost to obtain possible repair procedures.
Where is the water coming from on the bavk floor 1998 town car
If you mean back floor it has a window seal leak or a bottom plug...Most vehicles have plugs under floor for draining purposes...The plug could be missing or needs to be sealed.....If it is the front floorboard it should be the heater core leaking or plug as well...But normally it is heater core
Parking Brake not working on 1998 Town Car
check to see if you have any brake pads left inside the drum, this can have happened because someone drove with the parking brake on, if everything is ok, then go ahead and adjust the wire
to the parking brake, you should start feeling it about 3 click. and in full half way down or so
No fuel to shrader valve
This would mean your pump has not pressurized the system. An Inertia sensor could have tripped or a Fuel pump relay failed.
Parking assist "disabled"
It's the park assist module, located in the rear deck, not from the truck, remove seats, carpet deck and it's on the left side of center. its a small black box with one screw
Master power window switch
There are Chilton books on every car I think ever made. I would check there, or ask your garage or dealership. Schematics don't usually come with the owner's manual.
