I performed a Web search using "lincoln wiper intermittent speed box" . There were diagrams and parts showing components. You should be able to find what you need after reading your search material. I once changed out a similar part in a 1984 Ford Thunderbird. My part was hanging behind the instrument panel and about midway up in the drivers' dash cavity.
Try replacing the water temperature sensors. Sometimes there are 2 with one working the dash and the other working the engine. You are probably running too lean. The "cold start sequence" kicks in at a cold to warm temperature. If the sensor is stuck on hot it will be too lean to start.
You might try a new thermostat that may be more responsive than your old one. Check air filter for condition.

P0430 - Catalyst System Efficiency Below Threshold (Bank 2)
Indicates Bank 2 catalyst system efficiency is below the acceptable threshold.

Compare HO2S upstream & downstream switch rate. Under normal closed loop fuel conditions, high efficiency catalysts have oxygen storage which makes the switching frequency of the downstream HO2S quite slow compared to the upstream HO2S. As catalyst efficiency deteriorates, its ability to store oxygen declines and the downstream HO2S signal begins to switch more rapidly approaching the switching rate of the upstream HO2S. Once beyond an acceptable limit the DTC is set.

P0442 - EVAP Control System Leak Detected (Small Leak)
The PCM monitors the complete EVAP control system for presence of a small fuel vapor leak. The system failure occurs when a fuel vapor leak from an opening as small as 1.016 mm (0.04 inch) is detected by the EVAP running loss monitor test.
After-market EVAP hardware (such as fuel filler cap) non-conforming to required specifications
Small holes or cuts in fuel vapor hoses/tubes
Canister vent solenoid stays partially open on closed command
Damaged, cross-threaded or loosely installed fuel filler cap
Loose fuel vapor hose/tube connections to EVAP system components
EVAP system component seals leaking (EVAP canister purge valve, fuel tank pressure sensor, canister vent solenoid, fuel vapor control valve tube assembly or fuel vapor vent valve assembly)
I'd check those fuses for voltage, when problem is ongoing. Those fuses are hot all the time, use a test lite. Did you check voltage drop on cables and wiring? Battery has a full charge and charging system is working correctly?
Computer controlled . Switches on the steering wheel are inputs to the PCM - engine computer . Do you know what electronic throttle control is ? There is an electronically controlled DC motor on the throttle body that controls the speed of the vehicle . Your best bet , take it to the Dealer where they have the diagnostic equipment to fix the problem .
If the exhaust is clogged, you will have problems. The lite will flash if the system thinks there is a problem that may damage the cat, which you say is already faulty. I'd fix that first.
If you think it is fuel issue, use a gage and check proper fuel pressure.
The basics for problems at higher rpms, check for blockage of some kind, fuel--air--exhaust.
All other windows work correctly ? If so it's not a fuse or a relay problem . Driver window switch or the window motor or the regulator is bad . !
