I have a 2001 Saturn
That fuse powers shift soledoid 2 and the TCC solenoid. One of those 2 solenoids is probably shorted. The transmission will have to be repaired.

Saturn SL1 2001. Problems starting
You have to rule out the security system? When it refuses to start is there a security lamp on the dash that is on or flashing?
With passlock security, the key doesn't have a pellet or transponder, it is the tumblr that communicates with security system. The hall effect sensor surrounds the key cylinder. The most common fault is loose wiring at the sensor.
Passlock is usually only fuel injector disable. Can you check for applicable trouble codes? To check codes, at the least, you need an obd2 code reader that will check manufacturer specific codes as well as p0 codes.
If you can rule out security system we check other possible issues.

How do you replace a neutral safety switch on a saturn sl1 2001
It 's a Transmission Range Switch , it tells the pcm more then just park or neutral positions !
Transmission Range Switch Replacement
Ensure the ignition is OFF.
Remove the air cleaner and duct assembly. Refer to Air Cleaner Housing and Duct Assembly Replacement in HVAC.
Disconnect the transaxle range switch harness connectors.
Place the control lever in the full clockwise position.
Notice: If manual shift shaft is rotated excessively, internal damage to the transaxle range switch may occur.
Prevent the manual shift shaft from rotating by holding the control lever while removing the retaining nut from the manual shift shaft. Remove the control lever.
Remove the 2 switch-to-transaxle case bolts and remove the switch.
Install the cable to the control lever and adjust the cable. Refer to Shift Control Cable Adjustment .
Before tightening the transaxle range switch-to-case bolts, proceed to the Adjustment procedure.
Adjustment Procedure
Important: While adjusting the transaxle range switch, always rotate the switch towards the engine to achieve continuity. A diagnostic trouble code DTC P0706 could result if this procedure is not followed.
Important: Digital volt/ohm meter (DVOM) with audible continuity test is preferred. Do not stick the probe in the transaxle range switch terminal hole; use male terminals on the transaxle range switch or faulty readings could occur.
Place the transaxle in Drive (D). Use an ohmmeter or continuity tester to check for continuity across terminals on the selector switch. Rotate the transaxle range switch from the left fender towards the engine until continuity is achieved.
Notice: Refer to Fastener Notice in the Preface section.
Tighten the switch-to-case bolts. After switch-to-case bolts have been tightened, check continuity.
Tighten
Tighten the transaxle range switch-to-case bolts to 14 N·m (10 lb ft).
Connect the transaxle range switch harness connectors.
Install the air cleaner and duct assembly. Refer to Air Cleaner Housing and Duct Assembly Replacement in HVAC.
Using a scan tool, ensure each gear position reads correctly while manually moving through all gears.

Can not turn key to start the car
Either the "key lock " is broken, or you have the wrong key, or the steering wheel is in a bind.
Usually, the problem is # 3.
To fix it, either you or someone else needs to pull the steering wheel to the right or left until the key will turn.
One person pulls the wheel right of left whilst the other tries to turn the ignition key.
Do not force the key, but it is OK to tug the steering wheel.
This might take a little muscle.
If your front wheel is up against a curb, or something, this can happen.
God bless your efforts.

Why won't it restart after being driven and stopped?
Make sure the battery has a full charge. Did you check voltage and ground circuits at the starter motor? Usually two voltage circuits at the starter motor, one comes from the battery, hot all the time. The other goes hot with key in the crank position and may be wired through neutral or clutch switch, depending on the tranny. Any testing at the starter motor, make sure tranny is in park or neutral and the parking brake is set. Use a testlight or digital multimeter to check for voltage. The starter motor ground should be through the engine block.
I can make suggestions on what to test, but, you have to do the testing.

Saturn jumper cables hooked up backwards
Try charging the battery more. Even though your lights may come one, starting a vehicle requires massive amounts of amperage from the batter. It's possible that your jumper cables aren't a thick enough guage to supply enough power as well. Sometimes the vehicle you're jumping from might not have enough power to support your vehicle's starting power requirements.

My car 2001 sl1 is going up and on her idling, no
Notorious for intake leaks, use propane around the engine and listen for the increase in idle and try to pin point where the vacuum leak may be. May even be just a vacuum hose leaking. :)

How to fix the parking lights staying on after the car is turned off
Park, marker and tail lamps inoperative.
The scan tool is connected. Turn the head lamp switch to the Park position, and observe the park lamp input on the scan tool. Is the input ON? If yes, faulty IPFB. If no, disconnect the headlamp connector. Connect a fused jumper between circuit 240 and circuit 9. Does the input on the scan tool change to ON? If yes, faulty connections or headlamp switch. If no, open circuit 9 between the headlamp switch and IPFB.- instrument panel fuse box !
