How do you set the timing on a 95 eagle talon
You are correct, the timing belts are set incorrectly. Google the correct installation steps and follow the procedure exactly. The usual issues are that the oil pump and cams are out of phase. The cam sprockets can and do move a tooth or two when loose. The top balance shaft gets out of phase as well (see the small belt).

water pump failed, and probably the bulb has gone on the dash or the sensor in the water system, it would probably be the the water pump bearing, so the pump would need to be replaced. depending on the engine fitted it will also need the timing kit replaced the kit would have a pump as well. overheating is the air in the system, it will damage the other parts like the thermostat. crake the head it could do more as well so replace the pump etc.

I would recommend getting the shop manual for starters. You'll need an engine hoist and a bunch of time. Someone experienced in the near vicinity would be beneficial also.

I have the same year and stalls out occasionally in the beginning and now I can barely drive a quarter mile. All of the parts you listed I've tested and appear ok but what I'm thinking is not fuel because it would act crazy gasping for fuel but the camshaft and crankshaft sensors. If either of these are failing then the engine stops firing and dies. Also could be the alternator or battery. If not enough charge then the car could die. Mine dies like I turned the key off (and don't think it's ignition switch) and gauges all just drop to zero still sounds like engine is sort of on until I finally coast close to stopping and then dies and oil light comes on.
