Typical problem, the old failed solder joints on the back of the instrument gauge circuit board. You;ll have to remove the instrument cluster and carefully remove the circuit card (board) and locate the two regular rows of solder joints on the front side (inside) opposite the connector in the center. Reflow the solder with q low wattage soldering iron 25-35 watts and the problem disappears after re-installation.

Are you sure that all interior lights go off? Make sure the vanity mirrors actually go off when the doors are closed. Glove compartment light, map lights. Some had center console lights. Check for a short at the cigarette lighters. Use an ohm meter and check for continuity to ground at supply wires.

Did you check the lamp bulb? The white wire with tan tracer is voltage for brake lamps. If the bulb is ok, have a helper step on the brake, while you use a test lite to check voltage on the wire color given.
