Starter just spins
By, the starter just spins, you mean the starter doesn't engage the flywheel? Maybe the starter is faulty and check the flywheel teeth.
Usually I can remove the starter, lay it on the ground, use jumper cables, properly hooked up between starter and fully charged battery, even though this is a no load test, it should kick out the drive gear and spin. If not, the starter may be faulty? Some of the national brand auto stores will check the starter for you, if you take it to them.
Make sure battery has a full charge and connections all good.
Where is the window relay
The front window Relays are often behind the front door panel; between the switch and the motor. It is part of the auto-up, auto-down feature on some makes.
Cougar fuel pump relay
there is a 30A fuse in the power line to the pump. Check for continuity, if the fuse is good check to see if there is 12v on the
relay input (black/yellow wire). If voltage is correct check the Mass air flow sensor operation ( you can find the procedure at the AutoZone web site in the repair manual section for your car). The MAF sensor sends the control voltage to the fuel pump relay, if that is good then the relay might be bad. If the CCRM was bad I believe it would produce a fault code. I hope this helps,

This sounds like the Inertia switch is tripped. This switch is either in the trunk or behind one of the kick panels. This is a resettable switch that cuts power to the fuelpump in a collision. Often a bump of the correct frequency will trip this.
You also have a fuelpump relay in one of the Powerboxes. The sequence is such that power goes to the relay and the wire from the relay goes rearward to the inertia sensor in the trunk(Or kickpanels) which acts like a breaker and then the power goes to the pump.
