I had a similar problem with my 1999 S80. Give this a try. You don't need any mechanical experience. At no point will you come into contact with any gasoline. This is a five minute fix if it's what I think it is.
Background: when you gas up your car, it goes down a tube to the gas tank. There is a vent on that tube to let off gas fume pressure that can build up in the tank. If the vent gets clogged pressure builds up in the tank. Modern gas pumps shut off when that pressure comes back up the tube from the tank. I think if you clean out the vent with a Q-tip you'll solve your problem. At least, it worked for me.
- Get a flashlight and some Q-tips (I suppose anything long and pokey will do).
- Go to where you put the gas in (you don't need to open to door or take the gas cap off).

Crawl under the car behind the tire and look up with the flashlight to about where you'd put the gas in. You should see something like the picture below (taken from my 1999 S80). Note that at the end of the red arrow, you can look up inside the tube a bit? When I was having this problem I could only see what looked like white cotton inside the tube. It turns out it was an old spider's nest. The spider was long dead from the gas fumes, but his nest made it impossible for me to fill up my car!

- Place a Q-tip in the hole indicated by the red arrow. Swirl it around a bit. You shouldn't have to jam it or be very forceful. The Q-tip should remove any blockage.
I suppose it's possible that when you open the blockage some gas fumes will vent out, so don't be smoking while you do this :) Now that I've said this, to be super-duper safe why not do this outside away from any chance of open flame.
- Go gas up your tank and see if it works. It did for me.

Volvo s80 1999 2.9 abs stc trac not working
having the same problem with my 1999 s80 2.9 . replaced the abs module twice and still get the brake failure warning. when the ignition key is turned there is a clicking sound from the center console beneath the shifter, then the brake failure warning, and the car will not start. (also after the last abs module replacement the car sometimes gets stuck in park).

Is there a check engine light on?
There may be a relay blown, damaged harness, faulty ignition coil, or possibly an ecu problem but this is just a very broad answer.
I will be happy to provide you with proper diagnosis procedure if you can provide me with your vehicle information. (Engine size?)

Sounds like the large power wire (starter wire) is routed too close to the VSS. Sounds silly, but it can keep the engine from running.
Heater blower motor not working
If the floor was wet, you need to replace the heater core. The s80 is the easiest core replacement I have ever done. It is under dash on the driver's side. Just remove the two bolts, slide the old core out and slide the new core in.
2009 volvo s80 won't start
Try disconnecting the negative battery cable for 10 minutes then reconnect it...verify that the battery is charging properly..sounds like the battery does not have enough cranking power..if he jumped it and it ran okay until you shut it off, the alternator is working properly, battery needs replacement...cheers.

Are the plugs actually sparking? Do you have fuel to fuel rail? If so, are the injectors pulsing? Are there any codes in the ECM? Have you scanned them? To you have power to the fuel pump? There is really no way to answer your question over the internet.

Has anyone replaced an ignition switch on a 1999 Volvo S80 themselves?

Remove the ignition switch:
- Disconnect the electrical connector.
- Remove the screws.
- Remove the ignition switch.

To install:
- Install the ignition switch:
- Position the ignition switch and tighten the screws.
- Connect the electrical connector.
- Install the contact reel. Tighten the M5 screws to 44 inch lbs. (5 Nm).
- Install the upper and lower steering column covers. Tighten the screws.
- Install the air bag and steering wheel. Refer to Steering Wheel removal and installation.
- Connect the negative battery cable.
I have code: 280a,front oxygen
A code indicating an oxygen sensor fault usually means the oxygen sensor is bad. Cleaning the sensor will only make it worse, you can only replace it.
