Engine turns over starts when
IF IT STARTS WITH STARTER FLUID OR EVEN IF YOU WERE TO BUT SOME GAS IN IT MEANS NO FUEL IS GETTING TO INTAKE IT COULD BE A CLOGGED FUEL FILTEROR SOME KIND OF PROBLEM WITH FUEL LINE BUT THE MOST LIKELY THING IS THE FUEL PUMPYOU CAN TRY TAKEING OFF THE FUEL LINE AT THE EASYEST PLACE YOU CAN FIND TURN THE KEYTOSTART FOR 2 OR 3 SECOUNDS SEE IF YOUR GETTING GAS COMEING OUT OF LINE IF NOT YOU NEED TO CHCCK TO SEE IF THERE IS POWER GOING TO THE PUMP CHECK FOR FUEL PUMP RELAYS OR RELAY MOST LIKELY IS THE PUMP IS BAD THERE A WARE PART AND NEED TO BE REPLACED EVERY 10 TO12 YEARS OR SO GOOD LUCK

You're alternator has gone bad and the vehicle was running on battery power. The "clicking" sound is your now dead battery that does not have enough power to turn over the starter. You might also want to check your power steering pump for leak. This is a know problem with early LS400s and will most likey be the cause of the alternator failure. I just dropped $1050.00 to fix the very same promblems you have.

take the timing belt off reset the crank at 0 with # 1 piston at TDC ensure that both cams are up at twelve 'oclock with belt on, when the tension is released and the tensioner is tightened turn the crank atleast 360 degrees and ensure that the timing does not shift before starting engine
Rpm rev up and down in idle
The RPM signal comes from the crank sensor. The harness connector needs
to be checked for a 5v reference signal and the ground side needs to be
checked for a good ground. This test is to rule out the computer as
being the issue. Then the signal wire needs to be checked for a good
signal. When the crank sensor fails you get not spark and no fuel.,
You will need a waveform viewer to determine if the sensor has failed.
You will need a basic meter to determine if the computer has failed.
Nothing electrial works
You blew the fusible links,here they
are.They are under hood,maybe close to battery in box.Just follow positive battery cable to it.
