Have you had your battery checked? to confirm it is still good and holding its charge?
As for the new alternator, are all the cables from alternator to battery\ground clean and not torn or ripped?

How do I remove a 1999 mercury cougars stearing column?
Hi y'all. Need a little more information. Like, do you need to replace the entire steering column? Or do you just need to get it out of the way to get at something else? Either one is still a job that is done the easiest way if you got the Chilton's Book on it or the dealership repair manual on it. The Dealership Shop Manual is the better one to get. That's the first thing I get every time I get a different vehicle. Getting a book on the car and keeping it in the car is one of the best investments you can make for it. Like when I needed to put a new ignition switch in the column of my 1992 Dodge Dakota 4x4 pickup. After fighting with it for half a day and getting no where, I finally gave up and went and got the book on it. I found there was a special trick to do it. Had to take the covers off, put the key in it, turn it a certain way and push a hidden button under it, then the thing just slid right out.
If you are going to get the book on it I would suggest getting the dealership shop manual for it. Those are the best because they only cover the one car for one year. Not like Chilton's books that cover 3 or 4 models of cars and any where from 2 yrs to 6 or 8 yrs.
I have a book on a 1983 Mercury Lynx RS but I doubt that one will help any. The books usually run from around $25 to $35 for the Chilton's and around $50 or so for the Dealership Shop Manual. That will be one of the best investments you can make for the car.
If you are just fixing it for somebody else try checking your local Library for the repair manual for it. Our Library has the only book on International Scouts that I could find. I have a 1988 International Scout Traveler and needed the book on it. Found a partial book at the Library. I couldn't check it out but I could make copies of the pages that I needed.

Mercury cougar turn key on and want start at all
This is not enough of a description of your problem to be able to hazard a guess. Are you getting fuel? Spark? Is your compression good? Fuel in the tank? These are some of the things you need to know in order to diagnose the problem.
Why doesnt gas gauge for 1999 mercury cougar not work
first check the red wire going to the wire clip at top of tank if it shows as hot then either the float is sticking or the sending unit is bad on the pump. if its bad you half to replace the fuel pump or if hot line is not hot then check the fuse box under the hood for blown fuse.
My 1999 cougar clicks but wont start up when i turn key
first make sure battery is charged if so then then check the relay in the fuse box under the hood find the relay that marked "ing" pull that relay then find a nother one to inter change with it, if car still wont start then ou will need to see if the in line fuse on the starter wire is good or blown if its good then you will need to pull the starter and replace it. hope this helps you
Cougar was hit by lightining and now when you get to 3000 rpms it disconnects the transmission
With a scanner you can drive the car and watch the data to see what is missing for transmission shifting. But struck by lighting tells me that POSSIBLY the diodes in the computer have been compromised . or a internal mechanical fault inside the transmission . THEORY the car revs to 3000 and goes into neutral this means the shift has occurred by the next gear is not holding by pressure (that solenoid is not working) or a internal leak or the band servo has applied but the band does not hold

P1195 = EGR (exhaust gas recirculation valve) Boost Sensor Circuit Check the sensor and the wiring/connections to it.
Mazda's also had issues with the vacuum lines to the EGR valve and the ports in the throttle body plugging up! I think some models even had a recall so it may be worth checking with your local Mazda dealer or have your father or you check online for Tech service bulletins and recalls for Mazda!
