How to find a wiring short in a 1999 Chrysler 300M
The problem is that the winder motor for the drivers side window is either worn out, the arms for the winder mechanism that raises or lowers the glass are jamming or there is a rub through in the harness, either way you will have to remove the door panel to check these problems.

Return it to the dealer & tell them your problem was never resolved!

1999 Chrysler 300M mystery part
It could be a linkage rod for the accelerator cable. A good parts Dept at the dealer could tell you. They have exploded views if where the parts orient on every system in an auto or a truck.
Not start after sitting
Never scrap a car that's still in good shape. Check that all fluids are up and put a fresh battery in it and turn the key to on. You'll hear the fuel pump run till pressure is up, then crank it over. Should start up and be ready to run.
Rpms jump up down while driving
Question... are the ACTUAL RPM's rising and falling.. (the actual engine itself?).. if the engine is NOT actually revving up and down... doesn't really matter... BUT, if the engine IS revving up and down.. you need to have a professional to look at it..this could cause damage if it decides to rev real high or/and then stop!!
Blower motor stuck on high.
I don't have the procedure, but you can see the module (#4) in the pic below. It is pretty close to the blower, which is easy to access. Remove the hush panel above the passenger's feet to see if you can access the module.
Chrysler 300M p1391 code misfires when hot.
From research Chrysler is having a lot of this same problem. If it were another vehicle I would say it's either ignition module or pickup coils going bad. Some vehicles have had problems with wires to pickup coils (Hall effect coils) getting hot and shorting due bad wire insulation. One cause is oil or dirt getting on pickup coils, cam position sensor, also if cam is worn and moving any that will affect the gap between sensor and cam. You didn't say how many miles were on the car.
