Sounds like you may have a bad vacuum brake booster leaking vacuum or your torque convertor is not unlocking for some reason., there are many things that could cause this though and without thoroughly checking it out this is my guess. Hope it helps
2000 Chrysler Town & Country Power outlet fuse (which one?)
The fuse and relay positions are cast into the under side of the 'power center' (fuse box) cover. The larger boxes are relays of various power (not related to your problem). Check the wire at the rear of the power outlet to see if it is connected. Sometimes a fuse will open due to an element crack, but not be blown. Try another when you find the correct one.
2000 Chrysler stalls while at stop sign or when I let off the gas when it is cold
First off it is hard to diagnose cars without seeing them. That being said the most common cause of these 2 problems occurring together and being worse when the engine is cold would be a vacuum leak. Because a vacuum leak is a mechanical problem it is not computer controlled and therefore will not show up as a code until the problem is so bad that computer assisted components can no longer control it. The scanner will show higher short term fuel trim data because the computer will be adding extra fuel. ( Hence the bad gas mileage). The easiest way to find this leak is to purchase a can of carburetor cleaner. Use the plastic straw on the can and spray carefully around the intake manifold. When an air leak is found by the carb cleaner the engine rpm will rise. As you get closer to the leak spray less and less cleaner and be more aware of wear you are spraying.

What you failed to do, was testing required to find your vehicle
problems
Most likely, unless your way behind or never do any Preventative
Maintenance, you didn't need all that was done,at least to fix the
cutting off issue
Have to check for OBD Codes,road test with scan tool,look
at data & component test, to find problems,not replace parts
in a wish & hope strategy
How get the pulley off?
most likely you will need a gear puller from auto parts store or rent one from rental place.
