all usa cars starting in 1989 have the park lock out feature
all cars this uses the brake lights,
you never said which of 40 lights on car dont work, so brakes.
most but no all cars, with this BS, has park lockout bypass lever.
useally hidden.
in cars its stated in the operators guide. in the glove box, under how to shift car.
- so 2 solutions, fix brake lights
- or use the by pass

there are 2 locks one with the Key lock.
and one is brake lock out.
if you drop the cable lock and its still locked, then its the brake side failing. (or the converse)
one way prevents a 2year old kid from moving car, running.
other from same , keys not in car parked.
i once saw a kid do that, and put a new truck and boat , all underwater

I dont have a operators guide, you should get it and read
it , an avoid, getting stranded.
I have the manual trans car, and have a clutch switch bypass plug
in my glove box. just for when it fails, deep in the woods.
in your case learn how to move car, no matter what. and
how to bypass these parts below, its not hard. at all.
