Need to know how to put a serpentine belt on a
Below the altenator is a tensioning pully, insert a 3/8" ratchet or breaker bar in the square hole on the tensioner and release the tension on the surpentine belt and remove the belt. Route the new surpentine belt in place up to the altenator and take the tension off the tensioner and put the belt over the altenator pully. Double check to make sure the belt is riding correctly on all the pullies before starting. Crank the engine over several times before starting to seat the belt.

Sounds pretty likely to be the iac. there should be a test for that - find it in the chiltons or haynes repair manual for your year, make model car - books found at yoru local auto parts store or local library - call ahead to be sure it is in stock

Put an edelbrock intake, 70mm throttlre body,
Sounds as though the open signal not getting to injectors and they are air locked. Just a guess ,since you did so much at once, it is either spark or gas.exhaust not the trbl. check all wiring assoc to rail.

About how much would it cost to get my speedometer
well it could be the gauge which means you may need a new instrument cluster, A couple hundred plus the diag charge. Say $300 or more easy.
Or it could be $100 for diag and $100 for maybe a speed sensor.
Or it could be $100 to $300 for diag if you have a broken wire somwhere

You cannot bypass the system which is why it is there. If it could be by passed there would be no point in having it. Ding Ding.
If you have a problem with that system you will need to take the car to a Ford dealer to deal with it.
