The only realistic way the gauges can come back on is if there is a problem with your ignition switch - it is not staying off in the off position. The switch is located at the bottom of the steering column and may have come loose, may be misaligned or may be faulty.
2001 gmc sierra stalls when I stop
When your stopped, that is usually closed throttle. I'd want to check and clean anything that has to do with idle air system, where applicable.
Sometimes with fuel gages, I do testing by using a couple of resistors representing full and empty. If your gage reacts properly, the problem should be the sending unit in the gas tank.
ABS shoots on all the time
The reason the system "growls" until the light comes on is that when the light is on, the system has determined there is a problem and disabled the system. The "growling" is the pump running. You can get a scanner that is able to access and scan the ABS module. This will give you a place to start.

Sounds like water in the fuel lines.
There's Water in Your Fuel Line
Besides your vehicle's oil and car battery, the fuel line can also be an issue during winter. In theory, there should be no water in your fuel line from the start. Unfortunately, this is not always the case. When your fuel lines freeze no gasoline can get to the motor, meaning combustion is halted, which leads to your car not turning over.
Condensation from temperature fluctuations could leave water in your gas line or fuel tank, which causes further complications.
Using fuel with a low alcohol content or premium fuel is one solution. However, in many cases, it may be necessary to repair or replace your fuel lines entirely. You can buy a product that dries up the water in the gas tank when the car is warm from auto parts store. Use a lighter weight oil because your oil gets thicker when below freezing. Try a 5w weight oil.

To bypass the passlock system you will need to use a multimeter and find the resistance of the chip in the key. Just put one probe lead on each side of the key and measure the resistance. Once you have this reading you will need to chain together resistors to match this reading. Once you have made a resistor you will look at the base of the column for the small orange and white wires in a 2 pin connector. I always snip these on the column side of the connector so if it ever needs to go back to a factory setup there are no cut wires on the vehicle side of the plug to fix. You will snip these wires and install the resistor between them.

Pull the o2 sensor out of the exhaust pipe if possible and see if the truck will start. If it starts and runs at all then you need to check the catalytic converter and muffler as one of them is blocked off inside and it most likely is the cat. When this happens it won't allow fuel to get to the engine cylinders and the truck to start. Hope this helps.
