Try this it works for the 95 and 96 models it should also work for all models 95 thru 99. 1st you need to get in the car and hit the lock button on the drivers door switch. Make sure doors and windows are all shut. To program the remote you must insert the key into the ignition 6 to 8 times rapidly in a 10 second time period and when you have done it correct the hazards lights will then illuminate twice. Next then you must hit the lock button quickly on the remote due to a slight time delay only hit the button once. Check to make sure your fuse is set all the way down first. Could be a bad ground too. Check the wiring at the wiper motor and maybe clean the ground and terminals with either alcohol or electric cleaner and make sure the are dry before you plug it back in. It sounds like a power to the wiper motor issue. If that doesn't fix it your wiper motor may have an internal short.

Yes, most likely the switch but possibly the anti-theft system. You can be more sure by checking the wires as they come out of the steering column. Use a multi meter or test light to see if there is power on the start wire when you're having the problem.
