I have 94 dodge 1500 had the transmission rebuilt
If that transmission has torque converter lock-up, it may be disengaging and engaging the lock-up causing the rpms to raise and drop about 500 rpms. (causing a surging fealing). If you experience this again notice the rpms and see if it's doing that. If that's the case I'd say your transmission is getting too hot and the torque converter lock-up solenoid is kicking on and off or acting eratic. If it were me in this situation I'd invest in a $30 transmission cooler and install it using the directions that come with it and see if that helps it.

P1740 trouble code on a 2001 Dodge Ram 1500
There is one solenoid assy with two solenoids on it. One for the TCC and other for OD. in my experience, P1740 is caused by a couple of things. The torque converters are a subject of trouble for one - I always replace them - the other are the input sealing rings on the input shaft. Older designs leak pressure. Always replace with the plastic - **** end type which is the update today. P1740 has nothing to with the governor solenoid or sensor

No the idle issue is not the TPS, it is a sludged up throttle valve and automatic idle speed control air bypass valve. The procedure below should cure the idle issue. As far as the vibration goes this needs a hands on diagnosis by a good noise and harness trained tech, tire shops are good for this technican as well of course the Dodge dealer. Find below the cleaning procedure for the throttle valve and idle valveBuy a can of throttle valve cleaner (it is made by CRC) from the local auto parts store, NEVER USE CARB CLEANING SPRAY, IT DESTROYS THE ANTI-STICK TEFLON COATING, spray it into the air intake through the throttle body of the engine until you have used about half the can, you will need to hold the idle up while you do this, it will try to stall, after this shut the engine down and disconnect the Negative (-) battery cable for 5 minutes. The intake is now clean, if you continue to have the idle speed control problems you may need to seek the help of a professional
Why would the flashers work on a dodge ram but not the blinkers
If the blinker light is turning on but not blinking the most likely cause would be the turn signal relay. The hazard and turn signals have a seperate relay so this may be why one is working and the other not working. I do not have a diagram but I can tell you that both of those relays are directly in the fuse panel right under the steering column. I hope I was able to help

Two things happen on the Dodge's. 1. the rear O2 sensor shorts out and meses things up. 2. the Inner seal on the Direct drum (3rd) shrinks and causes a delayed up shift.
