Just a thought Do you think it could be the circuit breaker. I have had cars with auto resettable fuses, don't know if that would be in your truck. It seems when you turn the truck off something is resetting.

I've seen this problem before.
First check the fuse.
Second check to make sure the motor has a good ground. Easy way to do this is to take a wire and run it from the (-) negative side of the battery to a metal part of the wiper motor, be sure it is to bare metal as current will not flow through paint.
Third if the wipers still don't work, a voltage check is needed at the electrical connectors on the motor. This can be done with a voltage meter. Try every speed on the switch. If different readings are noticed at different speed settings then it's the motor.
Fourth if you notice no differences then it is probably the switch unless there are corroded or broken wires somewhere in the circuit.

unfortunately being a 95 that was the cross over year to obd2 todays scanners may plug or not and may read computer info or not another way to check codes on the older chryslers is to turn the ignition on and off three times third time leaving ignition forward watch the check engine light and it should start flashing count the flashes example three flashes and a pause then four more flashes would be code 34 each code should repeat it's self twice then moving to next code when codes are finished engine light will go out if any codes were missed you will have to repeat the three times on and off also recommend doing it a few times to make sure you have gotten the codes correct

I don't know this specific car. But, if it has one, check your Idle Air Valve. This can cause the engine to stall. If you can hold the gas pedal and the engine will continue to run until you let off the gas, it is likely the IAV. It will not necessarily cause the engine to run rough. That could be a number of things like spark plugs, wires or dirty injectors. It could also be a compression problem. Is the check engine light on?
