I have the same exact problem encoder motor is new and so is the switch any other input?

check the speedo sensor on the tranny

replace the switch under the automatic buttons. 52 dollar fix instead of 400 dollars at dealer! most of the time due to solder breaking in switch! order online pop dash off replace. no tools needed

It sounds crazy but it worked great for me put the key in the ignition and tap it LIGHTLY with a hammer. I did that key turned and hasn't stuck since.
