Why won't it turn over?
I had the exact same problem with the exact same Van. I simply adjusted the throttle cable under the hood. So that instead of trying to idle around 350rpm, it is now idling between 500-550rpm. Hope this helps.
*I did, at first, change the Mass Airflow Sensor and new Air filter. That seemed to help a bit, but I would still get low idle code. And it wouldn't idle until the engine warmed up. After adjusting the Throttle cable, I've had no more issues.

if you have specific details as to the times , rpms , conditions that cause the problems take it to an accredited auto transmission specialist shop and have it diagnosed
with your details they should be able to pinpoint the fault as it will not be uncommon
Why won't it turn over?
This may be related to the antitheft system The system is known for turning off the starter and/or injectors when it fails. Is there a light on the dash that says SECURITY? This is a common problem worth looking into. http://www.diy-gm-security.com/
How do you set the clock on a 2004 Chevy Express Van
The HR arrow is the left one and the MIN arrow is on the right.
Here's the instructions from the manual:
Press and hold the HR or MIN arrow for two seconds.
Then press HR until the correct hour appears on
the display. Press and hold MIN until the correct minute
appears on the display. The time may be set with the
ignition on or off.
Hold either arrow down for two seconds and then you can adjust the hour and minutes.
Why won't 2004 chevy express start when security light is on?
because ignition key has a chip that allow ecm to start the engine if you are using a key copy it will not working, if you don't have the original key with the chip on it you must take vehicle to the dealer to disable the security program on engine computer
Turn signal relay location
Turn signal doesn't have a relay. If your talking about the flasher, it is built into the hazard switch. Which yours may or may not be in the turn signal switch. If the hazard is on the column, then it is in the switch. In the dash, it's not. I haven't worked on the express, but that's where GM puts them.
