91 caprice classic turns over but won't start.
Make sure the battery has a full charge and battery connections all good. Have a helper crank it while you check for spark at the plugs. Also, use a fuel pressure gage and check proper fuel pressure. Check fuel injector pulse.
How long since a tune-up? Any applicable trouble codes?

1991 Chevy Caprice has a mild miss fire and stall
Do you have the idle speed turned up to keep it from dying? Because it is high. Check engine light on? Have you checked for vacuum leaks at the gasket under the throttle body? How does the car run under acceleration? You might have a worn distributor shaft.
I have a well kept 91' Chevy Caprice V8 5.0L TBI.
It's very common for these engines to develop a vacuum leak around the base of the throttle body. You can check for this with a stethoscope or a can of aerosol carb cleaner. Also, IAC valves are a common problem, but easy to clean before you replace it. Remove it and use the carb cleaner and a brush to remove the build up, also the crud inside the IAC orifice. Next clean the throttle butterfly valve and throttle bore thoroughly with carb cleaner. If this doesn't help, remove the egr valve and try and poor a little paint thinner through it when you're holding it upside down, it may weep a little through the pintle but it should not obviously allow the paint thinner to flow through. If all of this fails to help, you'll have to get your hands on a scan tool and read IAC counts at idle to see what the computer is trying to do. If the counts are high...above 50, the computer is trying harder to open the IAC to keep the engine running because of some kind of problem, usually mechanical. If the counts are very low...below 5, the the computer may be trying to counter a vacuum leak that is providing most of the idle air, which is unstable and can cause the stall.

Looks like you have some water in gas. Check to see if you have a drain on your gas tank bottom. If so, since water settles to bottom, drain some gas out and hopefully you will be getting most of the water out. Otherwise you will simply have to "run it out" or have the station that sold you the gas take care of it.

Some conditions can cause the same problem:
1.- take out the tbi cover. now instruct some one to pass the key from off to acc and try to star. If you can not see the injector flushing a small amount of gasoline in this moment, the module inside the distributor is damaged or the computer fuse is blow out. this fuse is near the rear left corner of the hood, near fuel pump and A/C relays. if all is ok, go to number 2
2.- check connectors back distributor, both of them must be thight. now uuplug any cable of the sparks, put a screwdriver with a good insulted handle inside and place it near a ground point in such way that the metal of the screwdriver be at 1cm of the ground. Now make someone try to star engine. you must see a spark jumping to ground after no more tha 4 seconds after try to star. If you can not see it most probably coil is bad. If you can see it, fuel pump is the problem
