Missing problum
Well-- you certainly don't do what they told you
You never tell someone to replace parts, unless
you road test the vehicle, take a scan tool along to
look at data & come back & evaluate it ,& then component
test, to actually find a problem, the main reason you went there
The suggestion about plugs & wires, was most likely
just an answer to a question, as to when you did that last
When you ask a shop for help & then leave without giving them a
chance to help you & make a living, you get nothing, nor should
you expect to get any advice
I suggest you ask your questions using Google & learn how to work on & diagnose vehicle problems,IF, your going to work on your own
vehicles, as it appears you are & I encourage to do so,the results
will be better than any shop you will go to, if you get it right & you
learn a lot & save some money.
Your slight miss:
You got new plugs & wires
Check for vacuum leaks-- including the exhaust & evap system
Check EGR & PCV Systems
Replace any Oxygen Sensor in the vehicle over 100,000 miles
On a 1999 vehicle-IF- the exhaust converter is 15 years old, it's
worn out & doing nothing, keep that in mind
Check fuel pressure with a gauge on motor
Have a shop road test with scan tool :
You drive-- they ride
You need to check for generic & enhanced codes
You need to see if all 8 Emission Monitors run clear
Look at Mode $06 Misfire Data (your problem)
