first thing to do is change the air filter. even if it appears clean, the airflow can be blocked enough to affect the petrol air ratios in the engine which will give high HC readings.
changing the spark plugs can give a cleaner spark, and better ignition, with lower HCs. high HCs could also be caused by traces of oil getting through worn piston rings and valve stem seals and burning in the combustion chamber. there are many oil additives that can help stop this and reduce HC levels as well.

The first problem sounds like it is the solenoid on your starter motor not working. Starter motors have two movements one rotates the motor and the second one is solenoid that pushes the starter gear against the flywheel, when you turn the key both of this movements happen almost instantaneous, once you release the key the spring loaded solenoid returns to its original position disengaging the starter from the flywheel and the starter motor stops turning. In your case from what you are describing it looks like the solenoid is not working. Now for the rough engine that looks to be a whole separate issue .....
97 cabrio 2.0 aba engine with 5speed. Starts
the sensor that controls the mixture is the heated oxygen sensor in the exhaust manifold before the cat converter
if that is the one you disconnected and it made no difference then logically if it was working ok then there would have been a difference
replace it and see if there is a difference

The wiring should not be crossed unless it was in a bad accident that pinched wires or a repair was done to it by someone who did not know what they were doing.
You seem to have several issues, if you are mechanically inclined, I would recommend that you begin by replacing both, ignition switch and the turn signal switch, which also activates your high / low beam. Then proceed diagnosing the park brake problem and finally your ABS issue.

Have you checked that the noise is not tyre noise?
Interchange the wheels front to rear (or left to right) to see if it has any effect on the noise.
Only do the test below if the car is securely chocked so as not to move, take great care not to contact moving parts!
Securely jack both the car drivewheels off the ground, then 'drive' the vehicle through through the problem drive speed/gears while listening for the noise. If the noise occurs under these circumstances you may be able to further localise the source by listening (very carefully!)with a short hose pipe held to the ear.
Engine is kicking and sputtering, coil replaced two months ago.

CHECK THE OUTER BELT FIRST.IS IT IN PLACE?CHECK ALSO FOR POSSIBLE LEAKS UNDER THE CAR FIRST.U MIGHT BE ABLE TO FIND THE STEERING FLUID LEAK...GOOD LUCK.

put key in door lock,unlock/hold key over windows will go down....then lock/hold key over,windows will go up,press and hold unlock button on remote for 30 secs,you have just reset the alarm/immobiliser.
