Try rocking the steering wheel slightly (it should turn just a little bit) while gently trying to turn the key. Sometimes if you turn the ignition off (to the lock position) too quickly, the steering wheel will be forced to turn slightly by the power steering pump as the engine comes to a stop. When turning the ignition off in the future, only turn the key back 1 notch to shut the engine off first. Then, after the engine has stopped, finish turning the key to the lock position.

if the old belt is still on, its quicker if you just trace how the belt goes around the different pullies on a piece of paper, or take a digital photo of the belt. that way you how to install the new one.

Basically you need two things (electrically) to start and run the car. First, the ignition must be ON, then you need to crank the engine (START).
When you cross the solenoid, you need the ignition turned on in order for the car to keep running.
Have you checked to see that you have +12volts on the ignition switch - do you instruments come on, etc.
Same for the start circuit. THis sounds like and ignition switch problem or the circuits feeding the switch.
