How can u tell if converter is gone car will not pull in any gear and makes a noise
A damaged torque converter will generally whine before it gives up completely. A check of the fluid level (idling in park) can tell you the story as well. It should be bright red if in good condition. Anything like dark brown to black usually points to a lack of maintenance or a severe problem from too much heat/slipping in the transmission. Also there will most likely be very fine metal shavings on the dipstick itself.
I think the starter is bad.

First, let me ask why you think the starter is bad?
What symptoms do you get when you try to start the engine?
The starter will be located on the lower portion of the engine towards the rear of the engine, right about where the engine connects to the transmission.
Let me know some details and perhaps I can help with the diagnosis

Rotors
The problem could very well be that you have warped rotors, this tends to happen on the more inexpensive rotors when they suddenly cool down after having warmed up. (so you hit a puddle after braking for example this can happen)
I had to replace all four rotors after a similar incident. However rotors are only one component which could have something to do with this, if you find your car pulls to one side, or your front end vibrates and you don't just feel the vibration through your brake pedal then you could have issues with your alignment, wheel bearings, or suspension this is where things get more tricky and should be checked out by a mechanic on a hoist.
If you feel your able to check this yourself without a mechanic. You can put your car on a jack on either side, and see if your wheel shakes from side to side (so push the wheel in and pull it out. BUT PLEASE be careful as most jacks aren't good for this kind of testing so that is why i recommend a hoist and mechanic).
You can see if your suspension is giving you trouble by looking for leaks in the struts or pushing down on every corner of the car and see if the strut makes a hissing noise while it recovers (usually means a bad strut) another thing you can do is see if you can see the strut when the car is on a jack and look for liquid leaking from it.
In general a mechanic should be able to perform all these tests within 30-60 minutes and that should give you a good idea where the problem is. In my experience Rotors (cheap) - Struts (cheap but installation is pricey) - Wheelbearings (cheapish as long as you buy the chinese aftermarket abs wheelbearing assembly) - Wheel Alignment (inexpensive compared all of the rest)...
