Charging Problem
Ok, first check the fuse diagram on the fuse panel cover under the hood and line up the locations and descriptons to the fuse cluster. You may need the owner's manual as well. There will be one that is labled "ALT" "CHRG" or "BATT" and verify if the fuse is there, and if it's good. If you need to replace one, make sure that it's the correct amp fuse that's labled on the pannel for it.

Runs great but sometimes after a hour starts missing and shuts off.
Not positive but sounds like coil pack. There is a liquid coolant in em and if it gets a crack in it then it over heats easy. So after it gets hot it stops working. Then it cools back down and works right. Just basing this on other cars I have worked on. Some have two wires per coil. When it starts running bad pull one of the wires off and seee if it runs the same or worse. And if it is the coil you should be able to trace down the one that is bad. Just trying to help.
My 97 avenger turns off when its on , it will turn
It could possibly be the egr valve. Every three to four years after I bought my '97 avenger new, I have had the exact same issue happen that has been simply fixed after only replacing the egr valve. It is located behind the intake manifold attached by two screws with a couple of hoses connected to it. The average price for one is between $70-$80. That is the only problem I have ever had with my car stalling.
Why won;t water stay in
If you keep adding water to your car and it keeps running out chances are you have a serious problem. If it is leaking from up front then you may be lucky and only have a broken radiator hose. However if your car is leaking water from the middle of rear of your engine you may have had an intake gasket go out on you or possibly even a frost plug. And on the worst end of what could be wrong you may have a cracked block. I would suggest that you check all of your hoses first and go from there. I hope this helps you.

Can I fix a leak
Is possible but i doubt it. The epoxy putty works for low pressure applications like a radiator or fuel tank but probably will leak under the higher pressure (50+ psi) of the fuel in the filter. You should be able to get a new filter for around $12 at O'Reilly Auto Parts
