yes you can take it to a muffler shop and either have it drilled out or replaced. They are bad when they are clogged, so if you are in a state that requires no inspections then I would just have it drilled out to unclog it. it's a whole lot cheaper than the dealer is telling you.
90,000 mile service requirements
You don't state what year the car is. If it is a newer model, you need to get the OBDII codes read by a technician. Then, you will know what the problem is. My money is on an oxygen sensor or mass air flow sensor but it could be as simple as getting a new fuel filler cap.

You say that it attempts but fails. If it turns over, at a normal speed and tries to start and doesn't, check that the fuel is good and new fuel. Not fuel that has been in the tank for a long time. Check the fuel filter to see if it is clogged, Check the fuel injectors to see if they are all spraying fuel and there is enough pressure in the fuel lines. Check fuel pump for proper fuel pressure. High mileage engines check for compression in each cylinder. Possible bad ignition wires or ignition timing is off. Has the engine been steam cleaned recently. Is there water in the fuel? This gives you some things to check. Good luck.
