I have a 2003 VW Passat W8 and the fuel pump won't turn on. The pump works until it goes in tank. The fuse is good and the relay clicks?????

no enigine told gas or diesel. i cant see what you are doing rules : never run any pump dry, it is fuel lubricated and cooled. if engine cranks and will not run (not told you) then measure pump pressure only cranking, cranking matters. PSI cranking only matters, dead engine,. some cars have key on prime pulse others do not. or based on air temps, yes/no. rules complex. avoid prime pump tests. (savvy?) some new bosch pumps are 100% silent so noise tests are not good now, use use cranking PSI pressure only if wise. and hate taking a bath in fuel. 11vdc to pump pins cranked. (11vdc is battery resistance drop) PSI cranked. that is what matters. below is battery voltage drop cranked, all 100% good see the alternator wake-up, IT MUST./ 11vdc cranked and 10.5 to pump (ohms laws Vdrop normal) start-voltage-scope-undefined-undefined-0_0.gif scopes RULE!

Can I by pass the power steering for a 2003 Volkswagen Passat.

You can't bypass the power steering pump. You would NOT have enough strength to steer. The only thing you can bypass is the A/C compressor and you do that by removing it and installing a bypass pulley. Not for steering though. If you want to test the theory find a quiet and gentle hill, turn the engine off and hand brake off and roll. Try and steer. Don't forget you also have no brake assist either, so don't pick up too much speed. ..

2003 Volkswagen Passat 2.8. It has P0348 camshaft position sensor, circuit 1 high voltage, bank 2, has rough idle?

Question edited for clarity. Question moved to sub category. Known issue on the Passat. The P0348 code is stored in the PCM when the voltage reading from the camshaft position sensor circuit for camshaft sensor A in engine bank 2 is too high. This code may be stored with crankshaft sensor codes. https://www.google.com/search?q=p0348+volkswagen+passat ..

My car wont start but it cranks, what could it be?

Those are known to stretch the timing chains once they get up in miles to the point where the engine goes out of mechanical crankshaft to camshaft timing enough not start. In order to confirm this is the issue a person would have to turn the crankshaft to cyl. 1 top dead center and see if the camshaft timing marks line up where they should. I can elaborate if this is something you'd like to do yourself.

2003 Passat 1.80 turbo , Oil light comes on but it has oil . OIL SENSOR WAS changed not to long ago. What's the problem?

i don't know. please check the connecting wire harness and connector. it is possible there may be a poor connection due to corrosion , oil grease or dirt. perhaps previous sensor was OK. also, you may be able to test the connecting wire with a jumper wire.
