Will not blow hot air when heater is on only cold air
You most likely have a blockage in the heater core. This can be blown out, although the replacement of the core is not prohibitively expensive, especially if you do it yourself. The heater core is where I would start looking, although I would only replace it if I wasn't able to flush clean water through it.

Blows cold air with heater on
It's most likely the "blend door", which moves back and forth between the a/c or vent position, and the heater position. There is an electric motor that moves plastic gears back and forth to adjust the temperature, and it is common for the largest gear to crack. When this gear breaks, or something else causes the mechanism to disengage from the blend door, it tends to fall to the full cold position. If you want to try to fix it yourself, you can get to it by removing the four screws holding the change drawer/ashtray. The mechanism is towards the right side, behind the glove compartment. It has a knob in the middle of it that you should see move (use a flashlight) when you adjust the temperature. You may be able to twist it by hand if it's broke, and if the fan is on full blast, the air will hold it in this position until you turn it off and it falls back to the cold position. Where is fuel filter located
The fuel filter is under the car, under the left rear passenger area. Be aware that the fuel line is pressurized, you must relieve the pressure before you remove it. Wear eye protection, don't smoke and stay away from open flames.
Interchangeable car parts
You didn't really specify which parts, but many parts are interchangeable between the 1991-1996 B-body cars (and D-body, the Cadillac Fleetwood). The B-body cars were the Caprice and Roadmaster (Sedan and Wagons), Olds Custom Cruiser (only produced until 1992) and the Impala SS (1994-1996). They all share the same frame (D-body is slightly stretched) and most of the suspension parts are the same, or at least interchangeable. The interiors are different, but most things like seats and door panels would be interchangeable. The B-bodies started out with Chevy 5.0 Liter and 5.7 Liter TBI engines, later the L99 (4.3 Liter) and LT1 (5.7 Liter).
Where is the drain plug located on 95 buick roadmaster
I'm not sure which drain plug you mean. The radiator drain plug is at the bottom corner of the radiator on the driver side. The oil drain plug is on the center of the back of the oil pan. There is no transmission drain plug.
Ac/defrost/heater/blower fan doesn't run
Cars with "automatic" HVAC have an electronic controller for the fan. It will be located on the engine side of the duct work down stream from the blower motor.... there will probably be two connectors going to it.
