Where is the chassis number of chassis
The VIN number is behind the windscreen on the lower left corner. Some also have it inside the glove box. American and Mexican made Hummers do not have a chassis number as such.
The reduce engine power message
The Powertrain Control Module (PCM) is shutting down your throttle body control for some reason and limiting how much throttle you can apply. The only way to find out why it is doing this is to scan the PCM for Diagnostic Test Codes (DTCs) and diagnose any existing codes accordingly. It is very likely to be caused by a fault in your throttle position sensor or accelerator pedal position sensor circuits.
There is a Technical Service Bulletin (TSB) for your vehicle which covers a known problem with reduced engine power and sets DTC P2138. The known problem is that the Accelerator Pedal Position (APP) sensor circuits are being infiltrated by water intrusion into a connector and causing erratic voltage readings at the PCM. How to reset oillife
As with most GM cars and trucks, you turn the key switch on but don't start the engine. Depress the gas pedal to the floor 3 times. The change oil light should flash. Turn the key off, then start the engine.Check your owners manual for details.
Tight steering
Ray, this appears to be with the power steering system. I would start with verifying the condition and power/pressure output of the power steering pump. You did not state the mileage or vehicle maintenance status, however even well maintained vehicles and components do fail at times.
