Fix fan relay
In most of the cases fan relay is in the blower casing and it controls the speed of the fan and if defective, fan won't work. Check on sides of the blower housing under the dash and you will see blower wires connected through this relay/controller.
Replacing the seal by the pulley
If you mean the seal where the CV shaft enters the differential, remove CV shaft, carefully pry out old seal, clean up and install new one being careful to get get it in straight, and lube the seal inner lip, then reinstall CV.
If some other seal, same basic procedure.
At what mileage must the timing chain/belt be replaced?
Now a days, timing chains are usually good for the life of the engine. However, timing belts are usually recommended between 60,000 and 100,000 miles.
It will be good to know if your engine is "interfering" or "non-interfering".
That means, if the belt breaks, will it destroy the engine (interfering) or not (non-interfering).
