2004 Citroen Berlingo 1.4 does not use fan belt - it's electrical fan mounted in front of radiator..

First check the bulbs. Both fog lights are usually on the same fuse. The fuse box is under the dash, at knee height on the drivers side. the panel usually pulls loose at the top and hinges down. The Fog lights are Fuse 12 at 5 Amp. *Note* Only replace fuses with the same colour and Amp rating.

YES HAVE THE BALL JOINTS CHEKED AND THE IDLER ARM I ASUME YOU MEAN THE TIE RODS HAVE BEEN REPLACE IF SO,,, AND IF THE BALL JOINTS ARE OK AND IDLER ARM IS GOOD THEN YOU NEED A FRONT END ALINEMENT, CHANGING THE TIE RODS CHANGES THE WHOLE ALINEMENT

Try to clean the terminals of the battery. Take then off and clean with sand paper, both on the battery and inside the terminals.

That model received a facelift in 2002 so any Berlingo model between 1996 and 2001 should be a matching fit.
