1999 Chevy Cavalier need to find grounds that go to the PCM . I have checked what I see, I need PCM diagram?

Keep getting 0601 ??? P0601 .
DTC P0601 Control Module Read Only Memory (ROM)
This has nothing to do with grounds ,You don't need a PCM diagram . You need a professional technician .
Conditions for Setting the DTC
The PCM detects more than 3 incorrect checksums.
Turn OFF the ignition switch.
Replace the PCM. Refer to the PCM Replacement .
Is the action complete?

Replacing the plugs may have helped, but it could be the coil pack on that cylinder.
Rough Idle is often a dirty throttle body and MAF.
You can't 'bypass' a catalytic converter. There are sensors both sides of it that are involved in fuel / air delivery. Whilst you had the Catalytic converter off, you could have soaked it in a bucket of hot soapy water overnight and unclogged it, then flushed it with a high pressure hose and put it back. Then run a couple of bottles of Duraclean over the next month. At the moment you are flooding the engine with gas because the ECM has no idea what is going on with fuel and air mixture. You must have the Engine Malfunction Light on and diagnostic codes?

It is unlikely the electronics in the car (e.g. tthe spark module) is to blame, but it is possible. A more likely problem is water in your fuel system which is freezing and blocking fuel delivery. I would try adding an antifreeze (alcohol based) type of gasoline additive to your gas tank, and during cold weather make sure your tank stays almost full.
