You need to be very experianced for this task. Further you will also need a wheel jig.
I suggest you let a proffessional do this for you.
If there is not a dealer near you, get the local bicycle mechanic to do this.

Have you checked to see if you jump the wiring on the fan that it works? If so jump the wires on the temp sensor. If it spins and works then test the temp gauge. If its not working its not telling the fan to engage. Should open 170-200 Degrees
